Something very bad has happened to Bandcamp lately. First, they started collecting payments, which in later phase turned out to be a policy which made charging VAT in EU possible. I read the regulation, and indeed it says digital media must be charged with VAT, but Bandcamp is not the owner of goods it "sells" - they are merely a platform for artists. Does any digital auction house in your country do that?
The last thing, and I think it's most outraging, I've noticed just recently is that they send to my PayPal account less money they claim they do in purchase mail notice. Those are merely difference of cents (from one to ten and more cents, depending on purchase amount), but even those small values combined in tens thousands of transactions they do every month, sum up for a very solid amount of money. Question to artists who sell music via BC - did you notice the same?

I've got a reply from Bandcamp team. This is a payout fee we pay to PayPal when BC sends us our money. Payment processor fee mentioned in mail messages we get is a fee charged when fan buys music. So now PayPal charges artist two times, thanks to last BC changes in royalty collection policy...

This is how world runs. Unfortunately. The VAT thingy is not too big issue as it's how businesses do work. I'm not familiar with BC inner workings, but if it's just platform for artist to sell stuff (ie. webshop service) then technically you are responsible for the VAT and you should be able to the get it deducted if you run your music as business and buy stuff (under VAT) related to your business. Or if it's done other way around that BC will sell the goods (music) like any shop and buys their "stock" (your music) from artists. BC will deduct it from their payments to you (their "buys"), thus effectively BC doesn't pay any VAT and you're responsible paying it to tax authorities (after deducts). If you're not listed as VAT payer (in Finland there's yearly limit how much you can earn before you have to pay all VAT), you get to keep the VAT.

Have you enabled "micro payments" on your PayPal account? We're done that and we get to keep most of what BC pays out.
